It defines an explosion as a sudden conversion of potential energy, either chemical or mechanical, into kinetic energy, which is the energy possessed by a system or object as a result of its motion. Whether an explosion has occurred is determined by the evidence, which includes damage or change caused by blast overpressure, and which can damage containers, structures, and equipment and cause injury to persons.
