At this level the educator is capable of planning and developing comprehensive fire and life safety education strategies capitalizing on strengths in coalition building, monitoring trends to predict future community needs, writing and proposing public policy, and developing marketing plans.

After completing this course, the firefighter will be able to:

• Develop educational messages based on community risk 
• Develop administrative policies for fire and life safety education programs 
• Establish training programs for fire and life safety educators 
• Develop an awareness campaign for all members within the organization based on education goals and policies 
• Develop a fire and life safety education report for policymakers
• Apply evaluation methods to determine the effectiveness of fire and life safety education programs
• Assess the qualitative and quantitative aspects of educational programs considering community risk reduction

Firefighters who successfully complete the Program Education, Implementation, and Evaluation (Fire Edition) course are eligible for 0.5 hours of continuing education.
